Israel budget deficit dents Netanyahu's "Mr Economy" image

JERUSALEM (Reuters) - Figures showing Israel's budget ran a much higher deficit than expected last year have dented Prime Minister Benjamin Netanyahu's claim to skilful economic management just over a week before a general election.

Netanyahu often points to years of strong growth at a time of global slowdown in a campaign for re-election that he is widely predicted to win.

But the right-wing leader's rivals have pounced on Sunday's news that the budget deficit rose to 4.2 percent of gross domestic product in 2012 - double the original estimate, though most economists had realized the likely scale of the overshoot.

It means the government had a 39 billion shekel ($10.5 billion) hole in its budget last year, despite spending cuts and tax rises, and will need to take more such measures in 2013.

"Netanyahu's government and its faulty and politicized priorities are leading Israel into bankruptcy," said Tzipi Livni, a former foreign minister and head of the centrist Hatenuah party hoping to unseat him on January 22.

Shelly Yachimovich, who leads the left-leaning and social-minded Labour Party, said: "Tell me how much longer he can keep calling himself Mr Economy."

Even the far-right Naftali Bennett, widely seen as a likely partner in a Netanyahu-led coalition after the ballot, branded his budget management irresponsible.

Playing down the budget overshoot, which stemmed largely from a shortfall in tax income, Netanyahu said: "I don't think this will have significant ramifications for Israeli citizens."

The next batch of public opinion polls, due later this week, could indicate whether the data will translate into lost votes.

FREE MARKET

As finance minister a decade ago, Netanyahu became known as "Mr Economy" for shifting Israel to a free-market economy, while chopping state spending and leading a privatization drive.

During the global downturn, Israel's economy has been among the fastest growing of Western countries, reaching 3.3 percent in 2012 after a 4.6 percent spurt in 2011, with expectations of close to 3 percent again this year.

But the budget may have exposed Netanyahu's vulnerability, after he agreed to spend well beyond legal limits in order to keep coalition partners happy. A slowing economy led to a nearly 14 billion shekel ($3.75 billion) shortfall in tax income.

No one party has ever won a parliamentary majority in Israel's history and local media speculate that Netanyahu may turn to centrist parties for political partnerships.

His traditional coalition allies, ultra-Orthodox parties, have typically demanded hefty state stipends for Jewish religious institutions, putting a strain on the budget.

Standard & Poor's sovereign credit analyst Elliot Hentov said he had long expected Israel's budget deficit to top 4 percent of GDP in 2012 since the government has a poor track record of late in projecting tax revenue.

"Given that growth has been satisfactory, if not strong, that makes the deficit all the more disappointing," Hentov told Reuters earlier this month.

Financial commentator Nehemia Strasler said that while the government had allowed "waste and reckless spending" over the past two years, Yachimovich and other opposition leaders bore some responsibility since so much of the spending spree was sparked by social protests.

"They supported, encouraged and applauded every time the Netanyahu government increased spending," Strasler wrote in Monday's Haaretz daily. "In fact, they wanted even higher salaries, larger budgets and more extensive grants. How can they complain now about the deficit?"

Patrick Dempsey's bid to buy coffee chain Tully's has been approved.

The 'Grey's Anatomy' actor outbid competitors including Starbucks to buy the Seattle based chain through his company Global Baristas LLC earlier this month and after a legal objection, federal judge Karen Overstreet ruled that the initial auction was fair and no mistakes had been made

Patrick said.''I've been deeply humbled by the outpouring of support from the city of Seattle and am very proud to be a new business owner in this amazing city. We have a lot to accomplish over the next few months and years, and I am excited to now call Seattle my second home.''

Declaring victory over Starbucks on Twitter previously, he wrote: ''We met the green monster, looked her in the eye, and...SHE BLINKED! We got it! Thank you Seattle! (sic).''

He added: ''I'm thrilled that we won and I'm even more excited about saving Tully's Coffee and its hundreds of jobs.''

Tully's Coffee, which also has stores in Washington and California, filed for Chapter 11 bankruptcy protection in October.

AgriNurture Inc., teamed up with Starbucks for a combined bid of $10.6 million, but Patrick's company bought the chain for $9.2 million.

An analyst says the Likud Party is firm on its plans to disconnect Palestinians from their land totally and to do a deal with Jordan.

The reaction has been has been seen as desperate by many observers. The tent camp however, has received wide praise as the event - and indeed the Israeli reaction - successfully attracted international attention to the Palestinian cause.

    NJ mayor Booker files to run for US Senate in 2014

    The mayor of New Jersey's largest city has filed with the Federal Election Commission as a candidate for the U.S. Senate in 2014.

    Newark Mayor Cory Booker filed the paperwork on Tuesday.

    It comes as no surprise. The Democrat announced last year that he would not run for New Jersey governor this year but instead was looking at the Senate in 2014.

    The seat is currently held by 88-year-old Democrat Frank Lautenberg. Lautenberg has not indicated any plans to retire from the Senate.

    When Booker expressed interest in the seat last month, Lautenberg's spokesman said the senator would consider his options later.

    U.S. Rep. Frank Pallone has also said he's interested in running.

    (AP) ? Survivors of the Costa Concordia shipwreck and relatives of the 32 people who died marked the first anniversary of the grounding Sunday with the unveiling of memorials to the victims, a Mass in their honor and a minute of silence to recall the exact moment that the cruise ship rammed into a reef off Tuscany.

    The first event of Sunday's daylong commemoration was the return to the sea of part of the massive rock that tore a 70-meter (230-foot) gash into the hull of the ocean liner on Jan. 13, 2012. The boulder remained embedded in the mangled steel as the 112,000-ton vessel capsized along with its 4,200 passengers and crew.

    As fog horns wailed, a crane on a tug lowered the boulder onto the reef off Giglio, returning it to the seabed affixed with a memorial plaque. Relatives of the dead threw flowers into the sea and embraced as they watched the ceremony from a special ferry that bobbed in the waves under a slate gray sky.

    A land-based memorial was being unveiled after a Mass and ceremony honoring rescue crews. A minute of silence was scheduled for 9:45 p.m., the exact moment when the Concordia slammed into the reef after the captain took the ship off course in a stunt to bring it closer to Giglio.

    The captain, Francesco Schettino, is accused of multiple manslaughter, causing a shipwreck and leaving the ship before all passengers were evacuated. He hasn't been charged but is living under court-ordered restrictions pending a decision on whether to indict him. Schettino maintains he saved lives by bringing the ship closer to shore rather than letting it sink in the open sea, and claims the reef he hit wasn't on his nautical charts.

    In an interview broadcast Sunday with RAI state television, Schettino again defended his actions and said he wanted to "share in the pain of all the victims and the families of the victims."

    Taking part in the anniversary commemoration was Capt. Gregorio De Falco of the Italian coast guard, who became something of a hero to survivors after his recorded conversations with Schettino during the evacuation were made public. In them, De Falco excoriated Schettino for having abandoned the ship before all passengers were off and ordered him to return, shouting the now-infamous order "Go on board (expletive)!"

    De Falco said he wanted to go to Giglio to "embrace the victims, and the relatives of the victims." De Falco, who has shied from all media attention since the disaster, said he did so out of respect for the victims.

    "I'm not a hero," he told reporters in Giglio on Sunday. "I just did my job."

    Also on hand was Kevin Rebello, brother of Costa waiter Russel Rebello, one of the two victims whose bodies were never recovered. Kevin Rebello spent weeks on Giglio in the aftermath of the disaster awaiting word of the fate of his brother and said he couldn't sleep ahead of Sunday's anniversary.

    "I have been constantly thinking it is going to be again the same agony, even tonight, because it is going to be the same exact moment when all this happened," he told Associated Press on Sunday. "So my heart is beating a bit faster I guess."

    The Concordia remains on its side, grounded off Giglio's port. Officials now say it will take until possibly September to prepare the ship to be rolled upright and towed from the rocks to a port to be dismantled. The cost has also swelled to ?400 million ($530 million).

    While Sunday's commemoration was focused on the relatives of those who died, Giglio's residents were also being remembered for having opened their doors to the survivors who came ashore that night, cold, wet and traumatized after a chaotic evacuation.

    "It was something that was too big for us," said Giglio resident Silvana Anichini. "We are just not used to things like this, and then it turned out to be one of the biggest shipwrecks in the world."

    Italian President Giorgio Napolitano sent a message of thanks to the island, praising its people for their "high sense of civic duty and humanity."

    Many survivors have stayed in touch with their Giglio hosts, connected in ways they didn't ever expect. Claudia Urru, who stayed home in Sardinia on the anniversary, says she speaks monthly with the Giglio family that took her family and the two other families she was traveling with into their home that night, giving them warm clothes and food.

    For Christmas, her Giglio family sent a package of local sweets, and they have discussed having a reunion in Sardinia.

    "This is the only thing good that has come of it," Urru said by phone last week.

    FTSE LIVE: London market rises on good news from China; M&S down, Tesco up

    10:00: The Footsie continues to edge higher and is now up 11.53 points , or 0.19 per cent, at 6110.18.

    Tesco shares shot up three per cent this morning after revealing like-for-like sales grew by 1.8 per cent over the Christmas period. Read more about this here.

    Britain's blue chip shares gained in early deals today, with Tesco leading the gainers after Christmas sales beat forecasts, and miners were supported by good data out of China.

    At 0807 GMT, the FTSE 100 index was up 8.33 points, or 0.1 per cent, at 6,106.98, after hitting its highest level since May 2008 in yesterday's session.

    Miners added 0.4 per cent as iron ore imports in China, the world's top metals consumer, hit a record high in December, and with Jefferies raising price targets across the sector.

    Tesco rose 2.5 per cent after it posted its highest sales growth in three years, showing signs that its turnaround strategy is beginning to show results.

    But elsewhere on the high street, Marks & Spencer saw its sales disappoint, making it the biggest FTSE 100 faller, down 4.3 per cent. Read more about this here.

    Futures for the FTSE 100 are up 0.1 per cent before market open, with the cash index seen opening up between 2-4 points, or as much as 0.1 per cent higher, according to financial bookmakers.

    Britain's blue-chip stocks hit their highest level since May 2008 on Wednesday at 6,112.27 points as global markets responded well to Alcoa's encouraging first report of the earnings season. The index closed 45.02 points higher at 6,098.65.

    Exports out of China grew 3-1/2 times faster than expected last month, flagging a cautious economic improvement globally.

    Iron ore imports in China, the world's top buyer, hit a record high in December, likely offering relief to international mining companies.

    Both the Bank of England and the European Central Bank are expected to leave policy unchanged at the end of their monthly meetings on Thursday, though rumours that the BoE might ease policy to help a weak domestic economy helped sterling to one-month lows against the dollar on Wednesday.?

    SHARES TO WATCH TODAY

    VODAFONE : The CEO of Verizon Communications said that the group was not in talks with Vodafone Group about taking full ownership of their Verizon Wireless venture, despite market speculation this week that such a deal could happen.

    TESCO : The British supermarket performed broadly in-line with expectations through the Christmas period, with group sales in the six weeks to 5 January 2013 increasing by 3.8 per cent. It also appointed chief operating officer in Britain Chris Bush as the new Managing Director of British business.

    MARKS & SPENCER : The British retailer reported a bigger-than-expected drop in non-food sales in the Christmas, with sales of clothing, footwear and homewares slumping 3.8 per cent in the 13 weeks to December 29.

    RIO TINTO : The world's second-largest iron ore producer suspends shiploading at the ports of Dampier and Cape Lambert due to a cyclone intensifying on the western coast of Australia.

    ROLLS ROYCE : The engine manufacturer appoints of Lord Gold to lead a review of its compliance procedures following concerns about bribery and corruption involving intermediaries in overseas markets.

    JD : The clothes retailer said headline pretax profit was likely to be toward the lower end of market expectations, as JD Fashion saw like for like sales in the seven week period ended Jan. 5 fall by 7.9 per cent, although JD Sports saw sales up 3.2 per cent in the same period.

    RATHBONES : The wealth management was upbeat for 2013 after the company saw funds rise 13.4 per cent in 2012.

    HAYS : The recruitment group sees net fees in Asia-Pacific fall 14 per cent after a slowdown in Australia mining business, although strong growth in Germany helped the group's performance in Europe.

    Post-election, rich-poor rift subsided somewhat

    More than half of Americans see a strong conflict between the nation?s rich and poor people, but the rift appears to have decreased somewhat since a year earlier.

    A new Pew Research survey finds that 58 percent of Americans see a strong or very strong conflict between rich people and poor people, down from 66 percent in late 2011.

    The latest survey was conducted in late November and early December of 2012, just weeks after a contentious presidential election that touched heavily and repeatedly on the gap between rich and poor people in America.

    Still, the researchers said the data did not point to a clear explanation for the decline from a year ealier. And, the researchers noted, the percentage of people who do see significant strife remains much higher than when they asked the question for the first time in 2009.

    The gap between rich and poor was a common theme during the heated presidential campaign. President Barack Obama made raising taxes on the wealthy a mainstay of his efforts to get re-elected, while Republican contender Mitt Romney, one of the wealthiest presidential candidates in years, was forced to fight accusations that he was out of touch because of his wealth.

    Both candidates argued passionately that their plans would help the nation?s middle class, which has struggled for years amid a deep recession and weak recovery.

    The survey also was conducted as a fierce battle was heating up over raising taxes on the wealthy to avoid the fiscal cliff. After a protracted debate, Congress struck a deal to raise taxes on individuals who earn $400,000 a year, and households with income or $450,000 a year or more, as part of the fiscal cliff deal.

    Although the percentage of people reporting strong conflicts between rich and poor lessened, it?s clear that the wealth gap remains one of the nation?s most divisive issues. The Pew research found that the conflict between rich and poor remained a bigger rift than other social conflicts, such as those between blacks and white and those between immigrants and people born in the United States.

    Still, a higher percentage of people ? 81 percent ? saw strong conflicts between Republicans and Democrats.

    Those closer to the top and bottom of the income scale were more likely to see class conflict. The Pew researchers said 60 percent of people with family incomes of less than $30,000 or more than $75,000 a year saw strong disagreements between the classes.

    Income inequality has generally increased in recent years, as many Americans have seen their financial situation sour because of the housing bust, high unemployment and other woes. Median household income is 8.9 percent lower than it was at the least peak in 1999, according to the U.S. Census? Bureau.

    The gap between rich and poor also has sparked social movements such as Occupy Wall Street, which focused on the top 1 percent of Americans by wealth.??

So a good rule of thumb is to start and end at a slow pace and you ease into the transition. Then it?s a good idea to do some light stretches. If you?re interested you can encourage your heart to relax more by simply elevating both feet to a comfortable point above the plane of your heart. In conclusion, use the techniques for jogging that we just talked about to get your health back to where you want it to be, and also so that you keep your motivation high. Just keep in mind that you always need to keep running as part of your normal routine if you hope to get the most out of it. That?s why it?s so important to be careful and sensible when you run or jog, so you?ll be able to keep going with a minimum of problems to slow you down.

    Cancer survivor leads ride for health

    Anyone who is told that they have stage three colorectal cancer would naturally be devastated. For Wu Hsing-chuan (???), a guard at the zoo and a jogging coach who firmly believes that exercise is the panacea to all diseases, the news completely changed his life.

    When he was told four years ago that he had contracted cancer because of genetics, Wu was afraid to let any of his friends know, wishing to preserve his dignity and reputation as a sportsman.

    Aside from being a well-known jogger, Wu had also helped train Chang Wen-yen (???), the first Taiwanese marathon runner to win the gold medal in the Asian Para Games. Wu added that he had led a group of blind men on a mountain climbing trip.

    When the doctor told Wu the news, his wife was in the last stages of chemotherapy, and his children ? one in seventh grade and another in eighth grade ? badly needed his care.

    Depressed, Wu often closed himself off in his room in the hospital, crying about his fate. He said he was so downcast he even thought of taking his children?s lives so they would not have to suffer.

    However, his wife became the pillar of strength he needed, although she was still undergoing painful chemotherapy. Although her weight dropped from 60kg to 30kg and she was unable to take care of her own affairs, she encouraged Wu to be positive and face life head-on.

    She accompanied Wu to all his chemotherapy sessions ? 12 times over nine months ? before passing away a week after Wu finished his last session.

    Speaking of his wife, Wu said: ?The will can indeed overcome all obstacles.?

    He promised his deceased wife that he would do his best to find his old self and raise their children alone.

    ?If you have tomorrow, with what face shall you greet the sunrise; if you only have today, think how to say goodbye,? were the words that came to Wu?s mind, the lyrics from the song of If there is Tomorrow by Hsueh Yueh (??), a singer who died of liver cancer.

    Wu was determined to regain his strength, and although his physical condition was not what it used to be, he continued to slowly build up his stamina.

    To encourage other cancer patients to live their lives fully, Wu, who was at the time the chair for the Republic of China Jogging Association, launched a poll asking cancer patients what they most wanted to do.

    The response he got was most of them wanted to go on a round-the-island bicycle trip. That inspired Wu to launch the first around-the-island bicycle event for people with cancer in 2011. He also took on the responsibility of finding sponsors for the event by writing letters to President Ma Ying-jeou (???), city governments and companies.

    The event was a success, with 13 people, including Wu, participating. It was also turned into a documentary film called Riding Miracle 13 (??13).

    Wu said that at the time doctors and even the local health department opposed the bicycle event, thinking it might be too strenuous for the patients. However, Wu insisted that exercise was good for then because it would boost their immunity levels.

    Wu said it was fortunate that each of the 13 participants returned unharmed. However, his elder brother, who had joined the trip as a volunteer, passed away because of an accident in Hualien County?s Yuli Township (??).

    ?My brother?s passing weighed heavily on me and I felt so sorry because I had asked him to come,? Wu said.

    Dialing In Your Personal Brand Across Cultures | Business 2 ...

    One of the best articles I read this year was a New York Times article titled ?Young and Global Need Not Apply in Japan.? It highlighted the struggle Japanese, who have studied abroad, are having with landing jobs within Japanese companies upon returning to Japan. Although these ?returnees? are eager to gain experience in a Japanese company, such companies are not sure what to do with this new breed of ?global? talent. They simply no longer fit the mold of a typical Japanese new hire.

    Being ?Over-Spec?

    Dialing In Your Personal Brand Across Cultures image shutterstock 58122943 300x226Japanese recruiters refer to such candidates as being over-spec, simply too elite to fit in, too eager to get ahead, too opinionated, too assertive, too inquisitive, too different. One Japanese graduate of Yale apparently violated many unwritten rules as an intern in a Japanese advertising agency because he felt the urge to speak up and challenge ideas. This behavior resulted in him being excluded from meetings and assigned dead-end tasks.

    While many Japanese have graduated with degrees from some of the top universities in the world, stories such as this are forcing them to ?down play? their exposure to western ways and overseas experience for fear of being labeled over-spec. One graduate who landed a job at Panasonic said,

    ?I didn?t want to come across as a show-off. So I stressed how I worked hard and overcame that,? he said. ?And I made sure to emphasize that I would still fit in.? (emphasis added)

    The Personal Branding Style Dial

    This down playing of skills, experience, and styles reminds me of a crucial component of cross-cultural personal branding. Successful personal branding for a globally minded person requires using what I call the ?Personal Branding Style Dial? ? dialing-up or dialing-down your personal brand depending on the context, situation, and people.

    Imagine a dial from 1 to 10. When you are demonstrating your personal brand attributes at their fullest potential you are at a 10. Likewise, when you dial down to a 1 you are essentially reigning-in your brand attributes. In between are different degrees of how you promote your personal brand. I use the image of a dial instead of a switch because style switching suggests you are completely ?on? or ?off?. The danger here is that there is no built-in flexibility to be more or less of your brand as the situation demands. Even the meaning of the word ?switch? is to change or divert from the usual. You always want to be true to your brand attributes, not divert from them. The dial allows you to be true, but at varying degrees.

    Keep Your Personal Brand at ?5?

    I always encourage people to keep their personal brand style-dial at a constant 5. This makes it mentally easier to turn the dial-up or down. By always keeping your style-dial on 10, its fullest potential, it can be much more challenging to mentally dial down to a 2. In other words, the gap is a total of eight adjustments to tone-down your brand when needed ? a rather large shift! However, by seeing your brand attributes at a constant 5 your adjustments in either direction would be easier to deal with and far less dramatic.

    For example, let?s say your brand attribute is all about being an assertive self-starter. If you are meeting, let?s say with your American manager for your performance review, then emphasizing your individual achievement is expected. In this case you dial-up from 5 to perhaps a 10 and really exude your brand attributes to their fullest degree.

    On the other hand, if you are meeting with your Japanese customer to discuss a proposal, then dialing down your assertiveness to perhaps a 3 or 2 is necessary to maintain group harmony. Your are not giving up your brand, but based on the cultural context you are reigning it in. Demonstrating your brand to its fullest in this situation would likely damage the relationship with your Japanese customer.

    Be You but Within Reason

    Ultimately the dial enables you to still be authentic and communicate your value. Whether you dial-up or down you are still being you, but in a way that meets the needs of the environment you are in at that time. The key is that you are not abandoning your brand attributes and you are not creating a false image. You are simply adapting, adjusting, and aligning your brand to maintain successful cross cultural relationships. The Personal Branding Style-Dial ensures that your brand is not ?over-spec? and that you can dial in your brand based on the cultural context you are in.

    SOFIA spots recent starbursts in the Milky Way galaxy's center

    Jan. 8, 2013 ? Researchers using the Stratospheric Observatory for Infrared Astronomy (SOFIA) have captured new images of a ring of gas and dust seven light-years in diameter surrounding the supermassive black hole at the center of the Milky Way, and of a neighboring cluster of extremely luminous young stars embedded in dust cocoons.

    The images of our galaxy's circumnuclear ring (CNR) and its neighboring quintuplet cluster (QC) are the subjects of two posters presented this week during the American Astronomical Society's meeting in Long Beach, Calif. Ryan Lau of Cornell University and his collaborators studied the CNR. Matt Hankins of the University of Central Arkansas in Conway is lead author of the other paper, regarding the QC.

    SOFIA is a highly modified Boeing 747SP aircraft carrying a telescope with an effective diameter of 100 inches (2.54 meters) to altitudes as high as 45,000 feet (13.7 kilometers).

    The images were obtained during SOFIA flights in 2011 with the Faint Object Infrared Camera for the SOFIA Telescope (FORCAST) instrument built by a team with principal investigator Terry Herter of Cornell.

    FORCAST offered astronomers the ability to see the CNR and QC regions and other exotic cosmic features whose light is obscured by water vapor in Earth's atmosphere and interstellar dust clouds in the mid-plane of the Milky Way. Neither ground-based observatories on tall mountain peaks nor NASA's orbiting Hubble and Spitzer space telescopes can see them.

    Each image is a combination of multiple exposures at wavelengths of 20, 32, and 37 microns.

    Figure 1a shows the CNR and Figure 2a shows the QC. The CNR and other exotic features revealed by SOFIA's FORCAST camera are invisible to Hubble's near-infrared camera, as shown for comparison in figures 1b and 2b. Figure 3 shows the two fields studied in these papers as square insets on a large-scale image of the galactic center made by the Spitzer Space Telescope at a wavelength of 8 microns.

    "The focus of our study has been to determine the structure of the circumnuclear ring with the unprecedented precision possible with SOFIA" said Lau. "Using these data we can learn about the processes that accelerate and heat the ring."

    The nucleus of the Milky Way is inhabited by a black hole with 4 million times the mass of the sun and is orbited by a large disk of gas and dust. The ring seen in Figure 1a is the inner edge of that disk. The galactic center also hosts several exceptionally large star clusters containing some of the most luminous young stars in the galaxy, one of which is the Quintuplet Cluster seen in Figure 2. The combination of SOFIA's airborne telescope with the FORCAST camera produced the sharpest images of those regions ever obtained at mid-infrared wavelengths, allowing discernment of new clues about what is happening near the central black hole.

    "Something big happened in the Milky Way's center within the past 4 million to 6 million years which resulted in several bursts of star formation, creating the Quintuplet Cluster, the Central Cluster, and one other massive star cluster." said Hankins, lead author of the QC paper. "Many other galaxies also have so-called 'starbursts' in their central regions, some associated with central black holes, some not. The Milky Way's center is much nearer than other galaxies, making it easier for us to explore possible connections between the starbursts and the black hole."

    SOFIA Chief Scientific Advisor Eric Becklin, who is working with the CNR group, determined the location of the galaxy's nucleus as a graduate student in the 1960s by laboriously scanning a single-pixel infrared detector to map the central region.

    "The resolution and spatial coverage of these images is astounding, showing what modern infrared detector arrays can do when flown on SOFIA," Becklin said. "We hope to use these data to substantially advance our understanding of the environment near a supermassive black hole."

    SOFIA is a joint project of NASA and the German Aerospace Center. SOFIA is based and managed at NASA's Dryden Aircraft Operations Facility in Palmdale, Calif. NASA's Ames Research Center in Moffett Field, Calif., manages the SOFIA science and mission operations in cooperation with the Universities Space Research Association headquartered in Columbia, Md., and the German SOFIA Institute at the University of Stuttgart.
