>>> millions of people along the west coast are getting battered by yet another big storm today and it could lead to severe flooding. nbc's miguel almaguer is in truckee, california , where residents are on edge. miguel , good morning.
>> reporter: lester, good morning. for the last several hours here we have seen steady rain and at times howling winds. this area is under a state of emergency . the truckee river which straddled california and nevin neve is expected to flood later on today. in some areas the water is starting to climb. along the truckee river rising water and concern. this family knows the river in front of their home could rise 7 1/2 feet today. they've packed their bags, headed for higher ground, and can now only watch and wait.
>> it is a helpless feeling. it is. because there is nothing else you can do. so you just do what you can.
>> reporter: with river water swelling across the region, they have declared a state of emergency . in flood prone areas, they're bracing for the worst.
>> we know we're going to have flooding in some areas. there's no getting around that.
>> reporter: for five days now the west has been hammered by rain, wind and snow. across california flooding has turned roads to rivers. up and down the coast, surf advisories are in effect. and now another punch from a series of storms still on the move and once again threatening homes. with localized flooding expected up and down the state, of course the concern is the truckee river with the steady rain. we're likely to see the river water climb. it's expected to crest later on this afternoon. we'll have a better idea how much damage these waters do tonight. lester?
